(a) Any tenement might, on the owner thereof accepting a supply by meter, and being responsible for payment of the bill for water consumed, remain in connection with the permanently charged main; realising the advantages of a constant supply, even during a period of scarcity. To check extravagance the price for water sold by meter,
was fixed at a somewhat high price.
(*) It was intended that public fountains should, as heretofore, remain connected to the principal mains. These being permanently charged, any individual might obtain water, at any hour, by fetching it from a public fountain near at hand, which would be connected to the
constantly-charged principal mains.
18. I cannot remember whether I had any part in drafting the Ordinance in question, as regards the text at least. Its date is subsequent to my departure. During the latter part of my visit, I was fully employed in conjunction with Professor Dimpson and other Officers of Government, in the consideration of the Sanitary and Building Ordinances. Be this as it may, I am free to admit that the enactment, if I am responsible for its draftsmanship, is lacking in precision.

I will now consider the various objections,
raised by the petitioners, seriatim -
